A U.S. Capitol Police officer was indicted on federal civil rights fees immediately after he was associated in an unauthorized large-pace chase, crashed into a motorcycle and then experimented with to protect it up, prosecutors stated Friday.

The officer, Thomas Smith, was meant to be checking on the residences of customers of Congress in Georgetown about 11:30 p.m. on June 20, 2020, when he started pursuing two bikes. Prosecutors say Smith "followed intently powering these motor vehicles at a large level of speed" just before he swerved his marked patrol vehicle into a single of the bikes, sending the driver traveling into the air.

U.S. Capitol Police plan prohibits officers from pursuits outside the house the grounds of the Capitol without having authorization from a supervisor. Smith did not find any acceptance and did not warn dispatchers that he was concerned in a chase, prosecutors say.

Authorities allege Smith drove all-around the guy, leaving the target lying in the roadway, and fled from the scene. Prosecutors say Smith "knowingly drove absent from the scene of the crash without having rendering aid, alerting professional medical authorities, and getting any other acceptable steps to receive aid for the sufferer."

He then drove back to a Capitol Law enforcement garage, parked the destroyed law enforcement sedan, falsified a report to say he experienced started out his shift later on and then went inside and bought keys for yet another auto, prosecutors reported.

The Metropolitan Law enforcement Division afterwards contacted Capitol Law enforcement about the crash. Smith is accused of later lying to a Capitol Police sergeant and declaring to have no awareness of the crash, in accordance to prosecutors. He advised the supervisor that he experienced "been assigned to and had been driving the USCP SUV during his total shift," an indictment versus him states.

Capitol Law enforcement officers explained Smith was suspended right away after the crash. Officials mentioned he remained suspended without the need of fork out pending the end result of the criminal circumstance and an interior investigation.
