Biden initial introduced ideas to codify Roe right after midterms in a speech in Washington on Tuesday.

"In these midterm elections it is so crucial to elect extra Democratic Senators to the United States Senate and more Democrats to preserve handle of the Dwelling of Reps," Biden explained. Democrats have sought to make abortion the central concern for midterm elections following the Supreme Court docket struck down Roe v. Wade and Planned Parenthood v. Casey in June.
